Grant Proposal to Access Indiana November 8, 1996 1. The Organization Name: Waynet, Inc. Waynet, Inc. will be a nonprofit membership corporation in the state of Indiana. All members of the Wayne County community are welcome to join Waynet, Inc. and provide information using the network. Waynet, Inc. will be organized as a mutual benefit, or cooperative corporation to provide services at cost to its partners. The activities of the corporation will be governed by its board of directors, who are elected by the partners of Waynet, Inc. Mission statement: Waynet, Inc.'s mission is to provide a vehicle for organizing networking services that will enhance access to local information as well as be a gateway to the world of Internet resources. The partners of Waynet, Inc. also see as their role the provision of training in the use of networked resources and open discussion of the usefulness and value of networked information. Waynet, Inc. has as its purposes: (1) to establish, operate and maintain the mutually desirable service of a computer network, providing information to partners in the County substantially at cost on a mutual basis; (2) to promote greater public access to information on services, activities and educational cultural, commercial, governmental, religious, and business resources available through operation of the network; and (3) to serve any purposes of mutual benefit to partners that are authorized under the Act, and by section 501(c)12 of the Internal Revenue Code of 1986. Description of the community to be served: Wayne County, in east central Indiana, is a blend of rural and urban areas. While Richmond is the largest urban area, the County has a number of other towns and clustered populations in Cambridge City, Centerville, Dublin, Fountain City, Economy, Greens Fork, Hagerstown, Lynn, Milton, Pershing, Williamsburg. Today, Wayne County has a population of just over 72,000 people with 54% of the population in urban areas. In addition to extensive agricultural operations, Wayne County is the home of a variety of businesses and manufacturing organizations. Wayne County has five institutions of higher education: Indiana University East, a four-year branch campus, Ivy Tech State College, Bethany Seminary, a graduate seminary of the Church of the Brethren, Earlham College, a private liberal arts institution, and Earlham School of Religion, a graduate seminary of the Society of Friends (Quakers). The County has five public school systems: Richmond, Northeastern (Fountain City), Western Wayne (Cambridge City), Centerville-Abington, and Nettle Creek (Hagerstown). The latest figures indicate there are approximately 12,000 children attending public schools, K-12 with a graduation rate of 76%. 4,100 residents of the County are enrolled in higher education and 47% of these students are 25 or older. Public libraries are available through out the county and include Morrisson-Reeves (Richmond), Centerville-Center Township, Cambridge City, Dublin and Hagerstown libraries. 2. Contact person

4. An Organizational Acceptable-Use Policy: Waynet, Inc. Acceptable Use Policy Waynet, Inc., is a not-for-profit corporation dedicated to creating an electronic community for improving educational, governmental, business, and individual opportunities in Wayne County, Indiana. This will be achieved by establishing a local data network which will then allow access to other communities in Indiana and the world via the Internet. Users of Waynet, Inc., will:

If any user, at the discretion of Waynet, Inc., is found to be using the system in an unacceptable manner, the account may be cancelled without notice. Waynet, Inc. does not claim any copyright, trademark, or other interest in information accessed through its system. The intent of this Acceptable Use Policy is to ensure that all users of Waynet, Inc. have the fullest protection from less than scrupulous individuals. By conforming to this policy, all users create an environment where communication can flow freely and with a minimum of policing. 6. List of the organizations/businesses/agencies which will be actively engaged in the operation, governance, management and content development for the community's network. Description of a partnership with a commercial Internet Service Providers (ISPs) by which the ISPs will provide to the community network all technical and user management services, in return for the right to house the community content and to use the partnership for marketing on-line services to the community. The partnership should include a percentage of user subscription fees to be paid back from the ISPs to the community network for the purpose of supporting continued development, as well as future transport and server expenses.
